Obey them that have the Rule over you?

In this video, we talk about the misused verse in Hebrews 13, “Obey them that have the rule over you.”

There are some groups, like the Oneness Pentecostal group I left, that take this to mean you must obey everything the pastor commands, even down to what you can wear, or eat, or read, or listen to. Does the Bible teach unquestioned loyalty to a man? Or is our Loyalty supposed to be to Jesus Christ?
